Hospitals and Courtrooms
Hospitals and courtrooms were the ideal workplaces for television, because every week the new case walks in by itself. A patient is wheeled in; a client sits down. The story starts without the protagonist having to go looking for it.
These two places had another advantage: you are allowed to talk fast in technical language. Even when the audience does not follow, the urgency comes through. I think medical and courtroom dramas keep being made all over the world because those two conditions are so strong.
Japan's medical dramas (→ The Social Medical Drama) added one more subject to this: the organization.
